    This morning the National Alliance to End Homelessness released its third annual assessment of homelessness in America, the State of Homelessness in America 2013. Officially released at the National Press Club with Rep. Emanuel Cleaver II, D-MO, the report analyzes national as well as state-by-state trends and the economic, housing, and demographic factors that impact homelessness.

    In spite of declines in incomes and affordable housing, federal investments in smart strategies have led to significant declines in chronic and veteran homelessness. However, worsening economic and housing indicators threaten progress. And recent budget cuts could mean less investment in solutions that have led to declines in homelessness, like permanent supportive housing for chronically homeless individuals and homeless assistance funding for communities.

    Between 2011 and 2012, the number of people experiencing homelessness nationally remained essentially flat despite a stagnant economy, declining just 0.4 percent. Homelessness among veterans, however, declined 7.2 percent, and homelessness among chronically homeless individuals declined 6.8 percent following significant federal investments in initiatives to prevent and end homelessness.

    ————————————————————HUD Publishes RHSP Rule, New Chronic Homelessness Definition

    On Wednesday, March 27, the Department of Housing and Urban Development (HUD) published a proposed rule for the Rural Housing Stability Program (RHSP) that includes a new definition of chronic homelessness. Under the proposed rule, an individual who has experienced four homeless episodes in three years must have been homeless for a cumulative total of at least one year in order to meet the new definition of chronically homelessness.

    The RHSP program, which replaces the Rural Homelessness Grant program, is designed to provide funding for rural counties. Eligible uses of funds include:

    * Rent and mortgage assistance;

    * Housing search and counseling;

    * Short-term emergency lodging; and

    * Emergency food and clothing provision.

    The deadline for comments is Tuesday, May 28. The Alliance will be releasing additional information, including suggestions for comments, in the near future.
