BRAY’S POINT, Ore. – They can’t be moved; even when yanked by a four-wheel drive truck pulling on heavy chains tied around these humming metal boxes that are still appearing as of Feb. 8 up and down West Coast beaches.

This is really interesting.
The first thing that popped into my mind was that it may some communication for the ocean animals to hear and stay away from those areas because of the pollution? Or a certain frequency for clean up? I don’t feel like its something to fear.
I don’t know. But if it was possibly drugs (as mentioned in the comments after), they would be retrieved by someone very quickly without taking chances. Those people would be all over getting the boxes back fast.
Because the boxes are just left alone, including by the military, it seems that someone does know what they are and they are left there for a reason. Maybe some of the technology we are going to be seeing now?
Even if a life form has eight toes in three rows on it’s feet with antenna on its head, and it’s on our planet’s surface. If it’s a space faring sentient being behaving in a non aggressive manner, it would probably be a good idea to have a talk with it to see what it’s like, and possibly develop a relationship and friendship with it and it’s race.
“A hazmat suit is an impermeable garment that covers the whole body, worn as protection from hazardous materials. It is a type of personal protective equipment. A hazmat suit is generally combined with breathing apparatus for protection and may be used by firefighters, emergency personnel responding to toxic spills, researchers, specialists cleaning up contaminated facilities, or workers in toxic environments. A military version is an NBC (nuclear, biological, and chemical) suit, intended to be usable in combat.”

They had white, light weight, hooded, synthetic, research coveralls for sale at the army surplus store where I bought my leg holster, for sale for $5.00 apiece. They would roll up the size of sweater and weigh about the same.
“A cleanroom is an environment, typically used in manufacturing or scientific research, that has a low level of environmental pollutants such as dust, airborne microbes, aerosol particles and chemical vapors. More accurately, a cleanroom has a controlled level of contamination that is specified by the number of particles per cubic meter at a specified particle size. To give perspective, the ambient air outside in a typical urban environment contains 35,000,000 particles per cubic meter in the size range 0.5 μm and larger in diameter, corresponding to an ISO 9 cleanroom, while an ISO 1 cleanroom allows no particles in that size range and only 12 particles per cubic meter of 0.3 μm and smaller (see table below).”
